It finds that shortages are widespread and closely linked to firm’s technology adoption, age and skill profiles. The impact varies by productivity level: low-productivity firms face shortages because of lower wages and poorer working conditions, while high-productivity firms face skill-specific gaps, leading them to automate, reorganise, and invest in training.
