This paper presents a methodological framework for the qualitative assessment of ALMPs, aimed at supporting continuous improvement and mutual learning among the different stakeholders in the ALMP ecosystem. The framework combines self-assessment by implementing institutions with external assessment by independent experts. It is structured around eight core criteria that capture the full cycle of a well-functioning ALMP. Each criterion is anchored in a benchmark describing what effective practice looks like, providing a point of reference to systematically assess programme strengths and identify areas for improvement. The framework offers a practical tool to foster critical reflection, guide improvements, and support structured policy dialogue both nationally and across countries.
