Abstract: Emerging technologies hold great promise for addressing societal challenges, boosting growth, and improving lives. Yet their complexity, rapid evolution, and uncertain impacts pose real challenges for policy. We stand at a crossroads. Without the right governance, these technologies risk harming the environment, public trust, and core values like democracy and equity. Bold, anticipatory governance is essential — embedding values, improving foresight, engaging society, and adapting regulation — to ensure innovation remains safe, inclusive, and beneficial for the future.
